Proposed Changes to NCS Rules of Governance
(January 12, 2007)

On January 8, 2007, the NCS Steering Committee moved to re-submit the ballot on the following four proposed changes to the Rules of Governance (ROG) to a vote of the NCS Project Committee (NCSPC). The first ballot of the ROG amendments, submitted to a vote of the NCSPC in November, 2006, failed to generate the 2/3 membership quorum required to validate the ballot. Eighty three (83) members who failed to vote on the ballot are no longer members of the NCSPC.

The new ballot voting period opened on January 12, 2007 and will close on February 16, 2007. Eligible NCSPC members have 35 days to cast their vote to approve, reject, or abstain on, each amendment on the ballot.

  • STR-076M-Lowe-01-Nov-06.xls: Change Article 1.5b of the Rules of Governance to require amendments to the Rules of Governance to require the approval of a minimum of 2/3 majority from non-abstention votes cast from Project Committee members instead of 2/3 of Project Committee members.
  • STR-053M-Green-23-Aug-06.xls: Change Article 2.8d of the NCSPC Rules of Governance to change task team approval of ballot item submittals from 2/3 of task team members to a simple majority of non-abstention voting task team members.
  • STR-090M-Green-16-Nov-06.xls: Change Article 2.9b of the Rules of Governance to eliminate the requirement that ballot items submitted by petition must be received by the Steering Committee no later than 7 days prior to the close of the Ballot Submission Period.
  • STR-054M-Green-23-Aug-06.xls: Change Article 2.13b of the Rules of Governance to require the NCSPC roster to be made available to the NCS Project Committee members before the Ballot Item Review Period instead of before the Ballot Voting Period.

Members must have been on the NCSPC for at least 84 days prior to the opening of the ballot in order to be eligible to vote. Members who've joined the NCSPC after October 20, 2006 are not eligible to vote on this ballot. For more information contact Dominique Fernandez at dfernandez@nibs.org.
